Agree same thing I had to do when I had issues with stupid stubborn updates. What irks me the most is that it will get to 100% and then fail. Really MS is the only software company I know where updates fail at 100%.

If there is a Servicing Stack Update the first install to 100% is for that although it doesn't say so. Then you get the real install. Stupid I know but that's the way it is reported in the Settings App.

Please check if the "Connected Devices Platform Service" and the "Connected Devices Platform User Service_xxxx" are running.



Commands to enable the two services if disabled. A restart is required to apply the changes.
