That's exactly what it did!
In my case, when got back to 0% and started "reinstalling", I checked the installed updates and the SSU which was not was there before, had been installed!

Thanks JSheridan and ddelo for the information...that must be what happened.

I wonder why they don't show the SSU installing. It doesn't make sense to me.

I am aware of that. They just don't appear in the Settings App when installing.

Edit. I clicked the install now and it went away. Strange.

We all had that. Just bad programming.

1903 was performing perfectly before this CU....this completely kyboshed it.....time Updating took hours with no indication as to what percentage was being installed....tried several ways to try and get it....impossible to get PowerShell or CMD to work.
Only solved by doing a clean ISA installation, helped by having an M$ account.

That is only because they are small at the beginning. They will grow in size.
