Which ring of Windows Insider are you on? You may just have to wait a bit.

At the moment you can only get the KB4497935 Windows 10 v1903 build 18362.145 update if you are on the Windows Insider Slow or RP rings. Otherwise you'll have to wait a couple of weeks for it to be released through the normal update channel.

In the past when using Win 10 (as an insider and with the retail version) I would remove my USB device by clicking on the "Safely Remove Hardware..."icon on the quick launch trey and right click on the device and I would see a small window saying I could Safely Remove the device. That window no longer opens. It now appears only in the Focus Assist Window if I click on that icon. Is that a feature of 1903 (Build 18362.145) and if not how does one get the Small Window to work? Any suggestions would be appreciated.

I'm still trying to figure that one out WEK, with no success so far.
The only place it does show up is in the Action Centre but you have to open it up to see it.

I'm not on my RP right now, but I think I had this issue because I had Focus Assist set to Priority only. I switch it back to OFF. Not 100% sure cause can't test it right now. But I have these settings on .116 and I get the banner.

I have tried that (and a number of additional settings) and none of them have worked. I wonder if it was removed (but it works in Insider Build 18898)?
