So the answer is to enable websearch and then install the update?
Or uninstall the update enable websearch and reinstall it?

I think just enabling it and a restart would do it although I uninstalled the update enabled it and reinstalled but I had already uninstalled the update when I discovered the solution.

In my case the number of machines affected is zero. But then I haven't disabled searching the web from windows desktop search.
