Lately I've developed network stuttering issues as in when I access the internet my computer stutters while any program uses internet access. I tried changing dns servers and ended up turning off automatic proxy. I ran sfc /scannow and dism tool neither of which shows any corrupt files.
First, are you sure this only happens when accessing the 'net?

Did this happen immediately after an update was installed? If so uninstall the update and check again.
If not, have you checked to see if you have the latest network hardware drivers?

From "Your Computer" you seem to be running a desktop - dare I presume that you're hardwired into your router?
If so have you the facilities to try using WiFi?
Or if you are using WiFi, can you try cable?

Any other systems on the same router showing similar problems?

No other system had the issue just mine and when I would run the network diagnostic tool it returned the error proxy server not found. To make a long story short letting it run with the proxy server turned off through several cycles seems to have corrected the issue. The stutter went away and yes it was all during network access. When I re-enabled the proxy the error did not return.

So logic would seem to dictate that something in the proxy settings may have been the cause.
You could look at Event Viewer for any clues (doubt you'll find anything useful!) but tbh, I'd adopt the basic principle of "if it ain't broke, don't mess with it"

Well now that it's working again I'm going to leave well enough alone.

Thanks Brink....still nothing anywhere about the disappearing "Defer Feature Update" problem then?
Not even seen any rumours or suggestions about that being fixed!

I haven't seen anything for it other than trying the manual registry settings.

    Thank you.
I'm hoping to avoid the Registry route simply because when (if?) MS do fix it, I will run the risk of having a non-standard Registry. If the day comes, however......

Confirmed, tested in Windows 10 Pro (x86) build 18362.116.

If you set a non-zero number of days to defer features updates or quality updates then they disappear from the Advanced options.

It's not a 'timeframe', as such. The contents of these Windows Update settings pages are only refreshed when you check for updates, either the automatic check or manually. Set a number of days then check for updates will make the option(s) disappear straight away.

Using Regedit to set 'DeferFeaturesUpdatePeriodInDays' or 'DeferQualtyUpdatePeriodInDays' back to zero in the key HKLM\SOTWARE\Microsoft\WindowsUpdate\UX\Settings will make them visible again (after another 'check for updates').

KB4497935, the CU for 18362.145, does not fix this bug.

Interesting. If you go to feedback hub it appears this problem has only been up voted 13'ish times. (Two different tickets)

This would say to me this is none issue, must be millions of Pro users. I went to the feed back hub and searched "Defer Updates Options 1903". If there is a ticket with more up votes if you could post your search criteria I would like to up vote.

If you are a Pro user and you are experiencing this issue with the options to defer updates it might help if everyone reported / up voted.
