Well, Comcast is supposed to be fairly fast at 100 Mbps and my 7200 RPM HD appears fast when creeping around on the Net or compiling my astronomical programs, so fancy externals drives and what-not will not speed up the updates all that much. After the ISO downloads at a reasonable time period then install just takes too long. If someone has a magic PC then good for them, but everyone I know bitches about the MS updates taking too long.
Does your pc use intel realsense camera module for windows hello?
Bacause 1903 still has unresolved problems with intel SR300 and s200 realsense cameras.
I have camera that uses SR300 module and I somehow got offered windows 1903 via windows update recently, even when it says that problem only mitigated but not resolved on Microsoft page.

If you have Realsense camera you can try one of the workarounds You can also see in device manager if your camera is intel realsense:
Disable and re-enable the driver in Device Manager. In the Search box, type "Device Manager" and press Enter. In the Device Manager dialog box, expand Cameras, then right-click on any RealSense driver listed and select Disable device. Right click on the driver again and select Enable device.
Note This workaround will only resolve the issue until your next system restart.

Probably it's the standard "Risk to Reward" ratio -- with the zillions of different bits of hardware would you devote megabucks to getting a whole slew of people to design a better / faster update process optimised for individual sets of hardware or would you create a generic version which while not be the most efficient does (in most cases) actually work.
I think also stock holders of these companies might prefer investment to be spent on products that earn them big bucks rather than on something which doesn't really improve significantly on User experience (W10 Forums etc aren't the vast majority of users) and costs them a load of dosh without gaining any significant benefit. Request timed out is often received while doing the steps. Some guides are often confusing due to the complexity of the application.
I do like the simplicity though of most Linux update systems -- simply as root type something like : yum update -- the system very rarely if ever requires a re-boot even for a kernel update (although to use the new kernel you will need a reboot) and the package managers do their updates really quickly.
