I realized that as soon as I enable sandbox in windows 10 1903 I start getting this error in event view:
(Sandbox works with no problem and if I disable sandbox in windows the error goes away)!!!
Any idea what can this be?

It seems hpdskflt has reached its level of incompatibility with win10 at v1903, 1809 or 1803 take your pick.
Read this short thread over at the HP Forums. The threads author MDA1971 reached her level of patience that culminated in this her 4th post and Riddle_Decipher's appropriate response.
The best I can tell you is to run your HP update assistant or whatever it's called and see if there is a newer driver for hpdskflt than the one you have and try updating it. If it doesn't work, it doesn't work because HP doesn't have a new driver to offer (yet, maybe) or their thinking to abandon hpdskflt no one except HP IT execs know and they aren't talking.05-01-2019 12:03 PM
Info from the web: Hpdskflt.sys is a type of SYS file associated with Mobile Data Protection System developed by HP Hewlett-Packard Company for the Windows Operating System.
It is part of the mobile data protection system provided by HP, not the provider of the drive. So much so that if you look here: Page not found - HP Support Community... it seems that this HP crapware is installed also when the Hard DIsk is actually a SSD that obviously does not need that and that guy had an issue with 1803 (mine starter with 1809 that is why I tried moving to 1903) that apparently was solved with a BIOS update... either that or the update to the driver should come from HP, not the HDD manufacturer.
Please escalate the case to HP. Last time I was complaining about the incompetency of HP employees (similar to the one of the IT support I get at work, were many times I have to tell how to solve problems to the guys there) on this forum a VP ended up writing to me personally!

You can google or search here on 10F for solutions and there are some out there, but they'll be obsolete for the version you're using by the time you find it, figure out how to do it, and then apply it.
IMHO:
This is another case of Microsoft saying 'dam the torpedoes, full steam ahead'.
MS is hell bent on getting this, for lack of a better term operating system built and any PC manufacturer that can't keep up will be the ones to suffer the slings and arrows of their customers / users when their drivers and programs do not meet the requirements for our (MS's) coding.

even need this. I have searched for most recent version of this driver and it works ok. The problem starts only if I enable sandbox in windows. I don't know if there is a way to
totally disable it? other thing is that if I choose to update the driver from device manager Microsoft will find and install a newer driver, but it will not work and have an exclamation
mark on it!

I'll agree that program is redundant for an SSD kinda like a Captain Dunsel
The only way to totally disable it, is to uninstall it.
If your not planning on jamming even a small HDD in your notebook that's what I'd do. This'll give you eleven different ways to uninstall a program or app: Uninstall Apps in Windows 10

You are right about that and what it finds isn't from HP it's from MS. Trouble is this OP does have a HDD which makes me believe HP never bothered to differentiate whether their notebooks were getting an SSD or a HDD and then change the manufacturing to omit hpdskflt if the notebook used an SSD.
So what might happen if you're successful in removing hpdskflt is there's still bits and pieces of HDD remnants floating around in anything HP related and either HP or windows update will sniff them out and re-install driveguard. The only way to find out is to uninstall hpdskflt.
You can use Revo like the OP Martin did or you can try CCleaner or Process Explorer to check if hpdskflt has been removed.
Just had another thought; if hpdskflt is part of a group of HP programs you might have to uninstall the whole group.
Have you made any backups?
In my case I never installed the HP 3D DriveGuard program. But what I did instead was that I pointed the unknown device in my device manager
to a folder where I extracted the HP 3D DriveGuard software and simply used the driver folder. So I could not and had nothing to uninstall by
windows, revo or ccleaner. What I did is go to device manager and choose to uninstall the driver (with delete driver files option) and removed the
drive. Problem is that everytime windows restart, the driver is re-installed at boot
Yes I have made a backup image and even had to use it as once after removing the hpdskflt.sys with autoruns my system would no longer boot
and was stuck is boot loop
Here's two areas to check to stop auto updates for drivers:
- Enable or Disable Driver Updates in Windows Update in Windows 10
- Turn On or Off Device Driver Automatic Installation in Windows 10
Make sure they're both set properly to stop the updating.
