    @Geosammy,

By any chance, do you have ESET as A-V because it seems that 1903 won't be offered to you if that's the case.
I have Eset and 1903 Release Preview was offered to me a long time ago. As well, all the CUs have been offered.

No, looking at his Computer spec he's got Emsisoft Anti-Malware and Windows Defender running.

My money is on a missing Servicing Stack that update is not picking up on.
It could be since there are many reasons why 1903 is not offered and generally MS won't give a clue about what it is or they are.

Not sure what "ESET" is, I use Emsisoft as my AV.
I'm waiting for my Emsisoft subscription to run, because it's not worth the $40 USD I paid for it.
Once that's over and done with, I'm going with Windows 10 native protections entirely.
ESET is another type of A-V on the market. If I am not mistaken, there are Free and Paid versions. About your decision to run only WD, that is exactly my case right now; only have WD as the only line of Defense. Once in a while I would run adwCleaner from MBAM just to check out in case WD would miss something.

    Right.
That's my plan, once my AV subscription ends.

That is probably why "A long time ago" as you mentioned. This seems very recent with TrendMicro (ESET):

We recommend to hold off on updating Windows to the new release until after the OfficeScan/Apex One agents have applied the appropriate patch, as doing so beforehand may result in incompatibilities. Incompatibilities may include performance issues, program crashes, and even system BSoDs.

Good question!. I cannot really venture into answering this with certainty, but in all likelihood it seems to be the system responsible to patch their software.

I totally shut down and disabled my AV software and it's related services.
    Checked WU and nothing.
Guess it's back to the waiting game for me.
What a crock of, "you know what".

Current status as of June 18, 2019:
Windows 10, version 1903 is available for any user who manually selects “Check for updates” via Windows Update for all devices that do not have a safeguard hold. What is a "safeguard hold"?
I'm guessing if I need to ask this question, that I don't have this, but how would I know otherwise?
