I'm no designer but it's not even techo... just babble - no need for hierachy on that screen...like people get distracted by their own backgrounds? LOL... it's visual horridness...
I actually thought that I was having a stroke or something similar when I looked up at the screen the first time.
Not one of Microsoft's brightest moves, IMHO.

Stop worrying about embellishments and have the OS work perfectly without all these little insane tweaks!

Well, kinda almost. That combo doesn't exist on mine. @Ztruker had it, here is the convoluted path in pictures!

Exactly like here, another example of Microsoft and its "infinite wisdom" of removing features that everyone was used to. I'll look for some solution on Reddit or My Digital Life forums.

If you have God Mode on your machine, you can create the shortcut direct to that CPL object. If not, here it is. You can put it on your Desktop down in the lower right corner. Can't find a way to pin to Taskbar.

You can pin Control Panel to the Taskbar, and then pin this to Control Panel.

That could be the problem. There was no problem upgrading to 1809 from a USB Stick or having a SDCARD attached ! why is it a problem Now ?

Not sure why but this is a known issue. Any external device that is assigned a drive letter can cause this. The inplace / upgrade tutorial has been updated to reflect this. Mount the ISO and run setup from there.

I posted a while back and I can't remember who but someone came back and said you can get this to work, updating from USB Thumbdrive, but you must be completely disconnected from Internet.
How is that for spaghetti code?

I asked earlier about my being unable to change my lock screen image, and although I consider myself a novice with Windows I could not let go of my problem. I found myself spending way to much time reading old posts, and following dead ends.
Today I fixed my little problem. I can only imagine this is old news to most here (yawn), but just in case some other poor soul is chasing their tail here is what I did.

Entered gpedit.msc in the search field > Administration Templates > Control panel > Personalization > double clicked on "do not display the lock screen" I found mine "not configured" so I selected disabled applied it and selected ok.
I tested my lock screen, and it now works. I can change my lock screen to whatever I choose.
I reentered the do not display screen and optioned it back to "not configured", and I am still able to change the lock screen.

Not being knowledgeable enough I can only surmise that toggling the option on and off has corrected the issue for me.

I think if you set it to Enabled then you can't change it. Not sure what happened with yours.

It's I think a typical "Digital" Thought Process, Used by Programmers the world over - if you have an option that says DO NOT... then having this "enabled" WILL NOT allow you to perform the action.

Of course we are not Digital, and our organic mind sees the word ENABLE or ENABLED and assume that the controlled option is ON and NOT ENABLED or OFF means that the controlled option is OFF

There is even more confusion with the NOT CONFIGURED setting for negative options, as this means that the Default is used, and of course the default is likely to have been set by a different programmer or team to the one that designed the option, and thus may be ON or OFF, [or is that OFF or ON].
