The Acrylic Blur Effect is new for 1903, so you won't have it (or its associated policies) in your 1809.

Enable or Disable Acrylic Blur Effect on Sign-in Screen in Windows 10
So was this Transparency thing turned ON by Default in 1903 ? Because I do not remember turning it ON ? I have a crummy memory, but since I didn't install 1903 until Tuesday of this week, I would remember it ?

Yes. In 1903 by default when the sign in box appears the background image becomes blurred.

I created an MCT ISO just a few hours ago, and it was still base 18362.30. If used to do the upgrade, and you choose "check for updates" during the process, it will include up to .145. That's been reported by a few.
Has anybody actually perform an update in place from a MCT USB stick ?

Inquiring minds want to know (Actually one of my old clients called me the other day about this issue).

Don't know. I did one on a VM with the mounted ISO on another drive. Never had the need to put it on a stick first, not sure why you need to.

Sigh... another example of Microsoft trying to shove Settings app down users' throats: I noticed that the Control Panel Sound applet was removed from the context menu of the speaker icon on taskbar. Does anyone know how to get it back?

I don't see it anywhere but Control Panel now.

Edit: And of course Settings, Sound, Sound Control Panel.

I haven't seen anybody post about it. I got some time on Sunday, I just may restore the laptop back to 1809 and then do the a in place update on it with the USB Stick (with today's MCT).

Installed KB4497934 on 1809 about a week ago and the "Download and install now" option for 1903 appeared soon thereafter. As of today it disappeared, manually checked for updates a couple times and it's gone. No upgrade blocks that I can see..

    Oh well...
