That's just it, they keep on rethinking them all the time. That may not be as apparent with regular builds because it happens only twice a year (another rethink needed) but with insider builds, specially Fast and Skip ahead, just looking at the list of changes during UUP to ISO is running, most of the time different files and processes are created and inserted in the resulting ISO file. Following Task manager from the beginning of update/upgrade process ca also be seen that there's no real pattern to it, keeps changing all the time.
Yeah, I didn't mean to come down on MS so hard because I know this stuff is really difficult.

I was suggesting a completely different approach to them that warn or exit more gracefully, or even the option to continue with errors (if possible.)

After three days, I'm sitting here with version 1903, done as a clean install, that is essentially identical to the install that wouldn't upgrade. And when I did the clean install I left everything plugged in. I know it was something small on my 1809 install, I just wish I had been given more options than cryptic error logs.

And I agree with the earlier post that mentioned the "Leave Everything to Us" message when the new desktop was intializing. I just laughed to myself and thought, "that's how this mess started in the first place."

I saw an article yesterday that Qualcomm devices can be causing issues. So this is a driver to check if it is update is failing. I understood MS would use a block to prevent the update from starting. Two seconds to check.

i didnt know that, and and checked my laptop's driver and its from 2016, i found out that there is a version from 2018 and i'm trying the update again from the updater app to see if that was the problem that the updater was giving me

EDIT: it still gives me the same error... I dont know what to do at this point, M$ strikes again

Just do as Bree and Zorg posted. Tick it and let it clean. Be patient, it may seem to stall but it is working. Let it finish.
Done, 33Gb freed from the OS SSD, thanks

Anyone notice that Windows Defender Virus and Threat Protection has to be restarted after every reboot since updating to the new build?

I've only had it stop once and I don't think that was at a boot.

Every way possible many many times. USB Flash, DVD, ISO (wim and esd) from C: and D:, update assistant. Always clean boot with startup and services disabled, AV and Malwarebytes removed and or disabled.
I would suggest getting a hold of the release of 18362.1 from, i believe, Mar 19/19. I asked Dick ('f14tomcat'), knowing he'd probably have it since he had in times past. I would send him a PM asking for this iso file which does not have all the upgrade issues people are experiencing (at least didn't for me when i used it to upgrade my laptop & desktop with no problems) I did my upgrades on April 11th.

I believe this will solve your upgrade issues.

    Bon chance!
