I have a 4 year old Intel NUC which was updated by WU to 1903 right away (on the official release date), but my newer Dell XPS 15 9570 still not getting it as reported earlier, and both devices had the same Windows versions and builds installed. Maybe the updates are being targeted randomly based on traffic conditions.

    Trying to install on drive C:
    Tried with AV and Malwarebytes removed and with them just completely disabled.

    Since the NUC is pure Intel and a reference design and MS is working with them quite closely, maybe they can be fairly certain everything will work out of the box.

    Dell custom builds are a completely different beast to tame.

    My HP Omen has not been offered this upgrade yet - which I find rather strange (although I'm fine with it either) as previously it was available from the day #1 when previous releases were rolled out.

    What do you mean by traffic conditions? Where there is less traffic on the update server? I think MS should just lay out an "X" and "Y" guideline; If you meet certain conditions you'll get it first guaranteed, e.g tested hardware, no blocked app/software etc etc. I don't think anyone here knows exactly when or what is pushing out these updates, except for Microsoft themselves. Surely they have a plan behind this and don't release it randomly? Although It would be kind of funny if it was actually random and based on a lottery. We should contact MS and ask.

    Have you run SetupDiag to see if it has any info?

    Actually, MS claim it is based on Machine Learning, each machine being assessed on the chances of a 'great experience' based on the telemetry they are continually gathering from early adopters. Here's what they said for 1803....

    This ML approach does have some unpredictable side-effects though

    For my two near-identical spec i7 Dell Latitudes the E7440 built in 2014 was offered 1903 through WU on day one, while the E7270 from 2016 is still waiting.

    Upgraded using usb iso offline, got 18362.30.
    Then 3 x check for updates/restarts, now on .116.
