I finally got my 1903 update from windows update and all seem to work fine. But I am
affected with a problem that apparently existed with previous versions of windows.
"APPS and Features" is not working. When I open settings
and click on apps it crashes. I tried to run it in safe mode and this is
the message I get: systemSettings.exe exception array bounds exeeded
I have run chkdsk, SFC and DISM and non find any problem
The funny thing is that when I boot in windows if I try to open apps it will
crash. But after waiting about 10, 15 minutes it works normally!!!
Any idea how to fix this?

I would say this setting thing for update deferrals has been around for a while. In this article the author had the issue and surmised that this was a change going forward.

So the problem was identified and then either misunderstood and or not properly prioritized by MS. With all the change, and rumors, things can be misidentified as planned changes instead of real problems.
The author of that article was confused because he relied on what he saw in the insider builds at that time and the advanced options of WU are different in the insiders builds, I talked about that in several comments:

Yes I agree on the confusion but what he saw is exactly what I got on one pro machine.

This is a known problem, Microsoft fixed it in build 18875 (20H1), I mentioned it in this comment.
