Well spotted. That is also the build that the MCT will now make. From the Products.xml it now uses:

    Code:
                <FileName>18362.356.190909-1636.19h1_release_svc_refresh_CLIENTCONSUMER_RET_x64FRE_en-us.esd</FileName>
                <LanguageCode>en-us</LanguageCode>
                <Language>English (United States)</Language>
                <Edition>Professional</Edition>
                <Architecture>x64</Architecture>

Used it today to finally do the Clean Install I've been wanting to do since May. System is running like it used to, lightening fast and no hiccups (yet) except for a screwed up Your Phone app.

May Do a Clean install myself soon, been holding off doing one, but might grab the new ISO, and get it done hopefully early tomorrow, since haven't really done one since May. as long as nothing happening that prevents me to get it done, but I so hope not lol

Same problem for me. Have spent weeks getting nowhere. Until now!

"The installation failed in the SAFE-OS phase with an error during MIGRATE_DATA operation.”

SetupDiag reports fatal migration plug-in failure.
    Plug-in Name = %windir%\system32\migration\SxsMigPlugin.dll
    Migration Operation = IPostApply->PostApply
    Plug-in Error: 0x00000002

    (0x0000002 means 'file not found')

I got it working by deleting:

    c:\windows\system32\migration

You might need to fiddle with owner rights and permissons. But get the whole thing with subdirs and files gone.

    Then run the upgrade again.
I upgraded from 1803 to 1903 this way.
