FWIW, I noticed yesterday, Windows update didnt check for updates automatically. After noticing that more than 24 hours had gone by without doing the check automatically, I rebooted, went to Services, the WU service was running, but even so, it did not check for updates automatically. After that, I checked manually and it worked. Likely, WU was on ....hold yesterday, maybe is still on hold today. I seen this sort of thing happen before. As is now, I ll have to wait till tomorrow to see if WU does the check automatically.

Uhmm...I'm not so sure this is entirely true. Windows has a grace period which is long enough that you can try out Windows before making a purchase. Also all insider builds expire way before this grace period and it does not matter if you're activated or not. Finally, the grace period should be reset after each new build upgrade, meaning the "test license" never have time to expire while trying out new insider builds. Only thing you can not do with a non activated Windows, is customize your profile.
Meanwhile...
I still have one major system that has not been offered 1903 since it was released.
Removed all USB connected peripherals and nothing via a forced WU.
I do know that Microsoft is quietly slipstreaming in additional fixes to the 1903 build.
Crazy.
