Well Tomcat, I owe you one.
I downloaded 1809 V2 iso from HeilDoc. and just placed on the desktop
    - uninstalled AV, Malwarebytes, VPN, and Ransom Stopper
    - removed the Macrium Boot Menu
    - disabled all 3rd party startup apps
    - disabled all 3rd party services
    - performed clean boot
    - mounted the iso and ran setup
    - it installed as expected
    Performed another reboot
Copied the 1903 iso to the desktop, mounted and ran setup
    1903 INSTALLED

THANK YOU FOR THROWING THAT THOUGHT OUT!

    - - - Updated - - -

Many Thanks to all who pitched in and tried to help with the upgrade.
After trying many suggestions I combined my normal processes with a final thought from Tomcat and it worked.
That is 3 down and one more just like the last one to go.

    Thanks All!
Ah, this could be it. I was one of the lucky (or unlucky) few who got 1809 when it popped up for a day or so last Fall. Reinstalling software on top of itself often fixes a lot of problems.

I grabbed the same ISO and will retry in the morning. I'll be sure to report here after I do.

Great work, Tomcat and thanks Dav for letting us know it worked for you. Something new to try.

Dav, glad for you—I knew someone on forum would have a suggestion. And @f14tomcat is one smart guy with lots of solutions.

Don't understand why WU pushed 1903 to 2 out of 5 systems that I am using.
Still waiting. Does anyone know why the rollout is going so slow?

It's not necessarily slow, but the decision on whether or not windows update will will see 1903 on a particular PC is AI-based. MS say it is based on Machine Learning, each machine being assessed on the chances of a 'great experience' based on the telemetry they are continually gathering from early adopters. Here's what they said about the 1803 rollout....

    Microsoft said:
This post will provide details on the April 2018 Update rollout plan, including information on our new machine-learning approach....

As with previous rollouts, we will use real-time quality feedback to smartly update your device when we have data that shows your device is ready and will have a great experience...

For the April 2018 Update rollout, we will expand our use of ML to identify the devices ready to update, incorporating things like additional compatibility data. This will allow us to deliver updates to devices as fast as possible while providing even better customer experiences...
How to get the Windows 10 April 2018 Update

This ML approach does have some unpredictable side-effects. It's not immediately obvious how the AI comes to a particular decision. For my two near-identical spec i7 Dell Latitudes an E7440 built in 2014 was offered 1903 through WU on day one, while an E7270 from 2016 is still waiting.

    @Bree -

Yes, but is 1903 half-baked? I would really like to know their update criteria!
    No way to force WU...

CD/DVD drives are very outmoded, I can barely find any media for them any more. As I have hundreds of CDs and DVDs, I got an external USB drive bat rarely use it. Speed and capacity are way lower than even slowest HDDs.
    Totally agree CountMike
Like you, I bought an external unit years ago, for the purpose of transferring what was important onto the nas box. It now sits in the drawer and hasn't been used for god knows how long.

When I bought a new case it didn't support optical drives so I had to dump my BD-Drive. I now have to use my portable DVD drive when ripping music from my 3,600 CD collection. As a music collector I still buy CD's and vinyl so an optical drive is a must.

Between the industry corporate knobs and their bean counters, they decided for you that it's no longer needed because :

    1) It is outdated ( arguable ) and the media that it uses easily damaged and we can make something else and charge more.
    2) No money made from it, so we need to make bigger hdd's /usb's ( its called progress ) and charge more
    3) There are better alternatives which you can pay more for.

    Hi there

same here --ripped DVD's to ISO's and ripped CD's to flac and stored all on NAS ages ago-- data type CD ROM's etc just copied to NAS.

Haven't used a DVD / CD for ages -- I probably only use that device for ripping a DVD or 2 for other people. DVD's and other optical media is on the way out as are floppy discs etc.

Some Virtual Machines still require the OS to be installed via an iso or physical device - but I suspect that will change soon.

With 256GB and even bigger capacity micro sd cards cheaply available and micro sd adapters for holding these = we might even see the end of USB thumb drives too in the near future.

    Cheers

I think it is more due to (shrinking) demand for CD/DVD media, manufacturers would be delighted just to sell you another thing you may or may not need.
HDD's, USB sticks and SSDs have never bean cheaper by Mega/gigabyte. I remember when 20MB hard disk used to cost as much as decent car. CD/DVD drives themselves cost just peanuts, I paid 300 CDN for my first CDROM drive for my Atari but Atari was half that price. Have you seen first CD writers,, they used to cost $2000 and up !!

Yeah, I hate the direction cases are going in now.... no optical drives, ventless front panels obstructing air flow, big blingy fans behind a front glass panel - say what

Steve Burke at gamers nexus also complained about the direction cases are going in today a while back.

Anyway movin on so not stay off topic.

    Peace
