Yes, you can download the ISO file at your library, take it home, then use it any time you want after that. When you are ready to upgrade, mount the ISO file by double-clicking on it. It will appear in File Explorer as a DVD drive. Run the Setup.exe you'll see on the root of the DVD to start the upgrade.
    Sounds good!
Hey, will my computer need to access the internet at anytime during the installation process (after getting the .iso file)? I won't have that at home. I'm thinking the answer is "no", but thought I should make sure.

My computer never even received the 1809 update. Should I be concerned or just keep waiting until 1903 becomes available?

It doesn't sound like you should be too concerned. I had the same concern (see post #1129) and I'm being told that I can go ahead and just download the file that installs 1903 anytime. I'm currently using 1709 and never upgraded to 1803 or 1809.

By default, running the upgrade from the ISO will check for updates as part of the process. However, this is optional. If you don't have internet at home you can turn this off. Click 'Change how Windows Setup downloads updates' on the first screen to do that.

The current ISO is for build 18362.175 which happens to be the latest build anyway, so there's little point in checking for updates. You can always check for updates when you are next in the library.

Cool! I'm glad I asked! It got me to thinking it might be best to stay at the library and let it check for those updates (so the installation will go smoothly, as that window dialogue says), but it sounds like it won't be necessary.

No, not necessary. Clicking 'Check for updates' after the upgrade is complete and you have returned to the library will end up with the same results as doing it all while online.

Did you or anyone else install any updating blocking tools or is your network connection set to metered?

Edit: If you go into Update History are there any updates listed as "Failed"? Your 1083 is up to date but I'm wondering if 1809 shows as a "Fail".

Nope, none of that. In the past I used to manually disable the update agent, but that was years ago and that same command doesn't even work for Windows Home anymore.
