When it was initially released it would be delivered automatically by windows update. But MS may have changed its status to an optional update now, in that case you will only get it if you click 'Check for updates'.
As you are in the US it's not really of much interest to you. It only has one fix and that is to fix the blocked Edge/IE access to certain UK .gov.uk websites.
Yes, the content is of little use to me. I was more interested in the actual update activity. After so much time trying to wrap my feeble brain around how WU works, I was looking to see if it would get this one. Never a boring moment with W10 maintenance!

Has anyone been experiencing explorer.exe freezing issues since these last 2 updates?
My computer will sometimes lock up entirely (explorer.exe locks up I think). other applications still run (like games), but sometimes it would not even respond to Ctrl+Alt+Del and have to hard reboot. Sometimes it seems to restart explorer.exe and continue normally. Happened 3 or 4 times already and I'm sure it's either related to these last two CU or probably nvidia drivers update since those were the only things I changed on my PC.

Well, WU has auto checked twice since this CU was released and no hits so far. I'm sure it will be along shortly though when the servers get around to it.
yup, running recent WU scans on my LTSC 2019 (v1809) machine and KB4505056 does not show up.
anyways, I'll manually download & install it from the MS Catalog site

and MS may produce new 1809 ISOs with KB4505056 included for MSDN users near the end of May
