KB4497165 Intel microcode updates for Windows 10 1903 and 1909 Sept. 1 Win Update

I got exactly the same on build 18362.113 with KB4497165: splash screen for Windows Sandbox then nothing further.

Now after yesterday's cumulative update to 18362.116 I get "Windows Sandbox failed to start. (0xc0370106)"

After 18362.116 Sandbox still works, although I've not yet tried reinstalling the microcode update. May try that later.

It appears 1903 is now out in the wild. None of this microcode stuff would have been included right? Still requires manual download?

Are Intel microcode updates permanent? Do they have to be repeated after a clean OS install?
