Yes, but 'implies' is not the same as 'guarantees', it's highly probable though.

I installed 18362.30 from UUP Dump and got that 'welcome' too. Now windows update has taken it up to 18362.113. It in near-certain 18362 is the build for final release, but whether the minor build number will be .30, .113 or higher is not fixed yet. Whatever the build turns out to be on release, yours (and mine) will be updated by a cumulative update to catch up with the release build.

What might be possible download size of these cumulative updates?

That depends. A cumulative update for a particular version of W10 contains all fixes and patches since that version was first released. As 1903 is a new version there are not many patches yet. The cumulative update that take you up to build 18363.113 is 178.3MB.

Through the supported life of a version the CU will grow as new patches accumulate. The latest CU for 1803 is 888.8MB.

But that's the size of the standalone installer. When Windows Update downloads a cumulative update it only downloads those fixes/patches that you do not already have. The actual download size will be less than the size of the standalone package. Depending on what build you are already on, it may be substantially less.

Odd they are pushing out a patch on Sunday. My wild guess is that they want this out there before a Monday/Tuesday general release of 1903.
