Odd they are pushing out a patch on Sunday. My wild guess is that they want this out there before a Monday/Tuesday general release of 1903.
They want it out there ASAP (and the similar ones for 1803 and 1809) because their previous update blocked IE/Edge access to some of the UK's .gov.uk sites.

I've upgraded my PC to Windows 10 1903 without any problems but now I'm stuck with 2 annoying problems. I can't update my Windows with the latest cumulative updates.
