    I said that because all 3 computers I have(that are not packed up) needed to install twice.

    I'm betting it has to do with the Retpoline portion.

    Yes, it needed 2 installations before winver showed the latest build. Interestingly, Settings update history now shows 2 successful installations of KB4494441 but Control Panel update history only shows one.
