Heard a rumor that 'Sets' might make a come back..., maybe only in Win10X!?

Good day. Looking forward to its release. Exciting new features.
On my Surface Pro 4 have received the following Build 2004.
Have never installed Insider on it.
Unfortunately it has come to a full stop at 24% installing....see attachment.
My two other RTM computers have not been offered it.
Hi folks
Is there any way to make a Windows desktop GUI for home users to connect to and then pass those users simply to a relevant application that uses files on a NAS server --e.g VLC, SKYPE etc. Users can connect to allowed directories via anonymous login so no probs with setting up loads of user accounts etc --I'm not running a workplace I.T shop !!!
I know Corporates can do it with a Server edition of Windows --Hideously expensive and humungously overkill for Home users - and I don't want that desktop to be able to do anything other than run about 4 simple applications which essentially pass data / multi-media from a NAS to a client windows machine.
Logging on in GUI mode to a non windows NAS server from Windows has all sorts of problems -- especially from just casual home and visitors laptops.
Any cheap ways of using these versions of Windows to create a "Virtual Desktop Infrastructure" for clients without going the whole hog of Windows server editions.
Seems there's a gap in the Windows market place for this type of thing. !!!
Another possibility is a "Local Cloud" type thing - but I don't want to install anything on Client computers - that's a pain (maintenance, updates etc etc).
I'm dealing with people who basically just want to turn a machine on, logon via standard windows apps and then use the NAS data.
Installing WSL on these sorts of computers makes me shudder -- although WSL2 would easily do the trick !!! (WSL2 quite good these days BTW). Thanks @Kari also for how to get CENTOS8 working as a distro on WSL. !!
Cheers
