Unfortunately, it really doesn't work that way. While you could indeed do that, it would also overwrite any new registry changes that might be required by the OS, plus many apps do not keep their settings in the correct places.

Microsoft already has a settings sync feature for many of the windows personalization settings, but it's not everything and probably never will be.

Can you use this for a clean install, if so where is it ?

    Hello zooburner,

This is a feature of your Microsoft account. It syncs the settings you want to the cloud so they will sync to any computer that you also sign in with the same Microsoft account.

Very simply, add a method of saving all Windows 10 user settings, registry, etc., to a portable file, so that one could "save" their user customized system prior to a clean installation, then "restore" all the many Windows user settings to their cleanly installed OS without having to endure finding and re-setting all those options manually. Sort of like a portable 'sync settings' file.
That is what happens during a repair install, so it should be feasible.

    Thanks Brink,

I've never logged in with a MS account hence my missing it completely !!
As Windows10 gets better I'm thinking of doing that though, and this will come in handy I'm sure :)

Technically no because it's not included in Windows itself.

Thanks Brink, I used Power Toys a lot from Win 95 until Vista and it was a useful little set of tweaks.
Looking forward to this updated release

Correct. Registry contains user, machine and software specific data which can't be transferred as such to a new installation.

Clean installing on top of an older installation, saving previous user settings and theme, wiping the HDD clean, then restoring user settings, that is fully possible using MDT. See step 5.6 in this tutorial: Microsoft Deployment Toolkit - Easy and Fast Windows Deployment
