Kari and Ed stated it, there's a lot more there that's more than most here need to know.
I haven't covered the whole article thoroughly yet, but it seems interesting enough to spend some spare time on it.

Defender definition updates have always been in both Defender and in WIndows Update. You can update using either of them.
Agree but in this build I had 2 or 3 definition updates before they appeared in the list of Windows update..now it's just back to normal how it always was lol

Just noticed another thing, while Install phase is going on, one of my data only HDDs are really busy and C: is not.
    Attachment 232504
I also noticed that on mine. After my first installation, the OS is unusable with blank screen and flashing taskbar on and off. While it was doing that, I pressed ctr-alt-del to get to the task manager and I noticed my data hard drive in high use.

This build appears to have fixed my issue of having a constant 1 for Reliability in 'Performance and Reliability' monitor. Since 1809 a constant 'MS Edge Content Process Stopped Working' has been flagged at each boot although there was no user impact.

I now see a score of 10 since the update a couple of days ago.

nvidia driver update and skip ahead

    Observation

Skip ahead PC with 18890 offered the nvidia driver hot-fix 439.50 via update. Skip ahead PC is older Intel CPU and GTX1050 GPU.
My other three PC's all on Windows Home 1809 17763.475
Intel i5 laptop with nvidia 940 GPU - no update offered
    AMD X370 R5 1600 with nvidia 1060 - no update
    AMD X470 R7 2700X with nvidia 1080 - no update

Now there is a more recent hot-fix 439.53.
Only the X470 PC is used for movies and gaming. No performance issues seen with nvidia driver 439.39.

    @CountMike,

I don't know if it is too much bother for you, but can you try these steps again and tell me if you have come to the same result.

    Run these 3 dism command-lines:

    Dism.exe /online /Cleanup-Image /scanhealth
    Dism.exe /online /Cleanup-Image /checkhealth
    Dism.exe /online /Cleanup-Image /restorehealth

Then Reboot (Very important) and right after run:

    icacls C:\Windows\WinSxS

    sfc /scannow

    This what I got:

    New Windows 10 Insider Preview Fast+Skip Build 18890 (20H1) - May 1-sfc-scannow-back-normal.png

I am just trying to figure out if this issue has been fixed once for all. Thanks in advance and I would really appreciate it. LOL

I don't know about the Count, but that's certainly too many hoops for me to jump through just to work around a problem that's none of my doing. I did my job by reporting it to MS and will wait for them to do their job by coming up with the fix.

My /scannow failed consistently at 35%

Ran the commands, did the reboot, finished the commands and success.

Interesting the DISM commands found no corruption and got the same result from icacls that you posted @IronZorg89

    It worked, Thanks.

So your theory on what is causing the fix? If DISM is finding nothing I wonder what restorehealth is restoring? Is it icacls that resolves? Need another tester.
