    Based upon all the evidence that you've provided, I don't think it is the mouse itself - since it occurs with the touch-pad as well, I would focus your efforts on the the touch-pad and see if there are either updated drivers, or else if there is a way you can uninstall, then cleanly reinstall the existing drivers (and one alternative, perhaps try seeing if Windows will install a generic driver that is may be newer than your Dell driver that still allows the touch-pad to work correctly - this would occur after you uninstall the existing driver and reboot).

    My reasoning is this - I suspect that the Dell driver is not playing nicely with Windows at the moment.

    One other thing to check would be to see if your system is set to power off USB devices after a certain time period, via device manager (which I doubt as that would make this behavior occur *everywhere* not just start menu) - and a final thought would be to see if Fast Startup (power options) is enabled or not, and to flip that switch from its current setting to the opposite setting (which I'm including because that Fast Startup has played havoc with many, many of us on a wide variety of issues thus far, so it doesn't hurt to try).

    If none of those ideas help, I'll keep thinking about it - perhaps something will come up.

    Finally, have you checked the Feedback hub to see if it is a known / reported issue already?

    @johngalt thanks I will definitely try this when I get back home. Makes sense cause last build I didn't have this problem so I'll try what u posted and post back with some news

    - if all else fails, you could try resetting your BIOS to factory defaults - and hope the re-boot resets the USB connections..

    Thanks I'll try that ..here's where I am..

    Touchpad driver comes from Microsoft it was given to me In a windows update when I did the Initial Install

    After login when it's not working all I do is go the mouse properties / wheel / vertical scroll, change the number from 3 to 4 back to 3. Doesn't matter as long as I get the apply option ...then it works like normal.

    My conclusion is that for some reason the vertical scroll is not active after a reboot. Cause after I do the above it works like normal... Don't know why it wouldn't be active after reboot .. played with disabling device, drivers..but all leads to the same...

    Continue continue testing this...my second laptop On a previous build doesn't have this problem.

    I have the m510 too, Larc, and just tried it. It works just fine with scroll, as all my others ones do.

    We have multiple tutorials on Ten Forums about creating a custom Windows install media and automating Windows Setup and OOBE. All those tutorials are intended for advanced users, requiring downloading and installing Windows 10 Assessment and Deployment Kit (ADK), and some extra work.

    This tutorial is a Quick Start guide and requires no additional downloads. A sample answer file will be provided, you only need to change a few simple lines in it to make it to work for you. The procedure is easy and fast, you will manage it even if you have no previous experience in customizing install media and answer files.

    When done, you have a Windows 10 install media which fully bypasses all steps of Windows Welcome (OOBE), not asking or expecting any whatsoever user input. Region and keyboard will be automatically selected, user accounts created, and so on.

    Have you tried the setting that tells your touchpad to deactivate if a mouse is present? Forget the actual term for this, since I'm on my desktop and not my laptop.

    Get weirder...ok ..updated the driver, rebooted and it started working ...obviously I was happy lol...rebooted again and it stopped...had to do like I posted before.....

    Also noticed the following
    Control panel / mouse / wheel / number of lines to scroll is at 3

    In settings / devices / mouse

    Number of lines to scroll is at 1...

    Their supposed to be Sameer since its the same setting lol...

    I change them both and they revert to this after every reboot.

    Where's the registry setting for this?

    In the previous build when u change the scroll line and reboot the changes stay and they are both the same number in control panel / mouse and in settings devices/ mouse..so yes this is a bug for sure.
    The problem is the build. I can confirm becauar I have both in front of me
