I have nothing on RP either so "a bit" is a bit more than I would call "a bit".

I'm in the process of doing a repair install in my VM by nuking everything, then I'll see if I can upgrade.

If they can't upgrade one of their own fresh installed Hyper-V VMs, the Insider program is finished for me, and I'll uninstall the key, and use it on my 6700K system, and get out of the insider program totally, even quitting the Edge one too.

This is getting ridiculous, it used to be fun, but as it goes on, with their new update system(UUP?) the experience has gotten to be very worrisome, fixing their failures, in a VM that they support.
I could understand if I was using Oracle, or VMWare, but this is Hyper-V, and there are more and more bugs that are not fixed, even though I send usability feedback.

As a working man(not retired), I don't have the time in my little free time I have to try updating ten times until it catches.

I thought that the UUP method was suppose to save time. In my case it use to take about 24 minutes for every upgrade before Microsoft went to the UUP method. Now using the UUP method it only takes about 20 minutes. That is on hardware with an update from settings, not a clean install.
