How about stepping up to 1803(?) first? Is that worth a try?

It won't hurt anything other than time to see, but not sure if it will help any since you should be able to go directly to 1903.

Ok. I'm going to shut down. Remove all USB devices except a keyboard and mouse. I will unplug the second internal hard drive and power up. I will try going to 1903 via the ISO from the desktop I downloaded the other day.

Well that didn't work either. Not mounting the ISO method or with the upgrade assistant. ALL USB devices unplugged except keyboard and mouse. Disconnected second internal hard drive and both optical readers. It may seem obvious but it would appear that Windows thinks my internal hard drive is a USB flash drive.
    All roads lead here:

Please help. Any and all suggestions welcome.

    1709 Error 0Xc1900201

Have you tried deleting the content of the SoftwareDistribution folder in C: Windows?

You must work on the error you're getting or you do a clean install of 1903 which is by far the best solution.

The bug you have is related to 1709. Your machine is in bad shape and you are too far from schedule.

    Mike,

No I haven't tried deleting the content of the Software Distribution folder. There are multiple folders, folders within folders, and a lot of files. So do you want me to delete ALL folders and files or just the files in the folders?

    Thanks,

    Heat

    Mike,

I followed the instructions on the long loop bug fix you posted. I failed the very first step. Could this be the root source of my update issues and how do I repair?

Delete all files and folders and force it. There are 6 steps to fix the bug you have, do them.

    Mike,

I followed the YouTube tutorial. As I said previously the very first step failed. I continued following the tutorial to the end. The Powershell step - WUAUCLT.EXE /UPDATENOW did not function as in the tutorial. After going through all the steps I reran the Windows 10 Update Assistant. I ended up in the exact same place as before. "Something went wrong" error code 0xc1900201.

    Any other advice?

    Thanks,

    Heat

Yes, try the troubleshooter for WU and see if you get the 1803 KB file after. If you're in the same loop, see in Regedit if the value is set to 1:

0xc1900201 error installing Windows 10 - The Silicon Underground

If you still have no success, reset WU:

    Mike,

Sorry for the delay. Have tried your suggestions with no success. Still stuck on build 1709. Still looking for a resolution without clean install.

    Thanks,

Did you get today's patch: 16299.1217? If no, do a clean install.

    Cumulative Update KB4503284 Windows 10 v1709 Build 16299.1217 June 11

The rest is time consuming and you already made about 2-3 so far in debugging attempts.

    Back up and do it!
