    Symptoms

    If you are trying to upgrade to the May 2019 Feature Update for Windows 10 (Windows 10, version 1903), you may experience an upgrade hold and receive the following message:

    This PC can't be upgraded to Windows 10.



    Cause

    If you have an external USB device, SD memory card or UFS card attached when installing Windows 10, version 1903, you may get an error message stating "This PC can't be upgraded to Windows 10." This is caused by inappropriate drive reassignment during installation.

    an external USB device, SD memory card or UFS card that is attached to the computer could cause inappropriate drive reassignment on Windows 10-based computers during the installation of the Windows 10, version 1903. For this reason, there is an update hold on computers from receiving the Windows 10, version 1903 when this is detected. This generates the error message that is mentioned in the "Symptoms" section if the upgrade is tried again on an affected computer.

    Sample scenario: An update to Windows 10, version 1903 is attempted on a computer that has a thumb drive inserted into its USB port. Before the update, the thumb drive is mounted in the system as drive G based on the existing drive configuration. After the feature update is installed; however, the device is reassigned a different drive letter (e.g., drive H).

    Note The drive reassignment is not limited to removable drives. Internal hard drives may also be affected.

    To safeguard your update experience, we have applied a hold on devices with an external USB device or SD memory card attached from being offered Windows 10, version 1903 until this issue is resolved.

    Workaround

    To work around this issue, remove all external media, such as USB devices, SD cards and UFS cards, from your computer and restart installation of the Windows 10, version 1903 feature update. The update should then proceed normally.

    If you are using a installation media (USB flash drive, DVD, or ISO file) created by a tool to install Windows 10, copy the files on the installation media to your local drive, and then start the installation from the local drive.

    Status

    Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

    Update 5/29: KB4497935 addresses an issue that may cause an external USB device or SD memory card to be reassigned to an incorrect drive during installation.

    For the record: this is only when you have a medium in the drive, I presume?

    Thank you Brink for posting this issue as it does pertain to me and my laptop. I had a sd card attached when I attempted to update to 1903 via WU and it failed. I will rejoin WI and attempt to install it now and let y'all know how it turns out.

    Clean install should be OK, it's seems to be just in-place upgrades that are affected. From the OP...

    Symptoms...
    • You try to upgrade the computer to the May 2019 Update...

    This is not the first time this has appeared—many builds ago - maybe about 1.5 years ago I recall this issue with both SD and USB drives needing to be removed before installing some updates or builds. I could tell you exactly when and what build, but the many iterations of updates have erased my sticky notes where I keep my install notes for each build.
