You can google search on stopping the search service. There will be step by step procedures. Going into the Windows Distribution folder and deleting the old download is important but it appears stopping the Search Service is most important. Also you can run this to reset and clean out your WU:

My reboot of 18875 produced the annoying Let's get started screen. First time it's happened to me, never happened on 18865.
Let's see if it happens again.
Cool.. and just to be clear and not being defensive ... this is not a developer issue - it's deployment - Windows Update is the weak link (has been for a long time now) - it has to be given priority over development in the broader scheme of things...
(if only I was CEO at MS .. sigh!)

Simple as disabling search.
And, yes, apps works straight away.

Clean install working well on my old system.
How often do you guys clean install? I pretty much do it every new build these days.
After many tries, I finally got to 18875.1000. I used the technique that was mentioned above and stopped Windows Search reinstalled for about the seventh time and it finally worked. Thanks to whoever figured out the fix.
