You can google search on stopping the search service. There will be step by step procedures. Going into the Windows Distribution folder and deleting the old download is important but it appears stopping the Search Service is most important. Also you can run this to reset and clean out your WU:

It happened to me to but it hasn't come back.

Well, I'll be...... It has now updated fine.

Simple as disabling search.

And, yes, apps works straight away.

The ride starts again!
