UPDATE 4/16: A huge thank you to all the Windows Insiders who reported and up-voted feedback on receiving 0xca00a000 and/or 0x80242016 errors when attempting to download and install Build 18875. Your feedback has been immensely helpful in the investigation of the issue. We have determined that there is an issue with the Build 18362.53 (KB4495666) Cumulative Update that was released early last week which has caused updates to Build 18875 to fail. The issue only impacts 19H1 to 20H1 updates and occurs due to a migration failure as the OS attempts to update to the new build. To resolve this issue, we are creating a new Cumulative Update that will need to be applied on top of Build 18362.53 first before Insiders will be able to update to the latest 20H1 builds. As we work on this new Cumulative Update, we have stopped offering Build 18875 to Insiders on Build 18362.53 and holding off flighting a new 20H1 build until we can deliver the fix to unblock Insiders. Our goal is for this to happen by the end of this week. We’ll share additional updates as available.

We have released Build 18362.53 (KB4495666) for Windows Insiders who are currently on Build 18362.30 of the Windows 10 May 2019 Update. This update also includes security updates that come as part of the normal monthly Patch Tuesday release cycle.
This update does include a known issue:
After installing this update (KB4495666), users may experience error “0x800705b4” when launching Windows Defender Application Guard or Windows Sandbox. As a workaround, you can enable the following registry keys on the Host OS and reboot:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Containers\CmService\Policy]
“DisableClone”=dword:00000001
“DisableSnapshot”=dword:00000001
Summary
Microsoft released a new cumulative update to Window Insider program Slow, Fast and Release Preview rings. If you have updated to Build 18356.30 – your device will be offered this build. This update also includes security updates that come as part of the normal monthly Patch Tuesday release cycle.

Known issues in this update
Symptom Workaround After installing this update, users may experience error “0x800705b4” when launching Windows Defender Application Guard or Windows Sandbox. Use the credentials of a local admin to create and set the following registry keys on the Host OS then restart the Host:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Containers\CmService\Policy]
"DisableClone"=dword:00000001
"DisableSnapshot"=dword:00000001
Microsoft is working on a resolution and will provide an update in an upcoming release.
How to get this update
To receive this update, you must be a Windows Insider (Slow, Fast or Release Preview ring) AND currently running Insider Build 18362.30 for the update to be downloaded and installed automatically from Windows Update.
Windows Insiders may also download the standalone package for this update, go to the Microsoft Update Catalog website.

Up and running on two desktop computers.
Up and running on two Dell Notebooks. On one of them Setting to Apps did not work at all but, after a couple of Restarts all is fine.
Installing it now.
Update: My build is now 18362.53.
It's also available for non-insiders.
