I have since this issue taken Images and Restore Points.
    Two MS agents have been contract by online help, on one instance I advised them not to apply this KB, but they did but then lost the connection on the remote session, luckily it had not rebooted since they applied it, so I got online again and contacted another agent, the second MS Agent removed the update fine, however without me understanding, he rolled me back to 18356.21, so put it back in Insider Preview.
    When trying to use my System Restore, I found all these points gone, so had to then revert back to my "Image" which worked fine.
    At present I have very little faith in the MS Agents, as both have not made any progress helping, however a post from a user in the community, has been very helpful (more so!) and given useful instructions to do all sorts of extra stuff to get my system back to a stage where there is no KB on the disk which involved removing the WindowsDistribution folder (rename to .old) , a registry change and other checks. The PC has been rebooted and is now fine on 18362.30, updates are on pause till 19/5/2019, I did however test which update it would try and get but aborted it, and it was still trying to get KB4495666, so stopped this and reset the SoftwareDistribution.
    I had thought about using MediaCreation tool, but that only gives me the option to do a "fresh install" and lose everything.

    That's because the current valid MCT is 1809, and it won't allow an in-place due to back revving. catch-22

    So probably best then to hang on till the May Update when the Creation Tool is current, then use that if still problems?

    10.0.18362.53 Apps Crash: Onedrive cmd.exe on startup


    Upgrade offline with the ISO image 18362.1 (setup.exe from the flash drive =23 min.). After WU (.53) and installing latest VLC beta and upgrading Chrome Dev, the settings menu would crash after clicking Apps. It was the first time here.

    Start debugging this issue up to the solution. When this service is disabled the bug disappears:Windows Encryption Provider Host Service.

    Not able to reproduce this problem anymore. Start disabling services bottom to top: all xbox, Win search, Win error reporting (generates an error, set it back to manual) and Win Encryption Provider. Now settings menu is Ok. Made too much damage, already roll back. Will try it again.

    Edit: Second Attempt Apps Crash
    The bug was present after upgrading =18362.1. That eliminates new tiles that were deleted before disabling services. The service mention above is not responsable for the bug, nor Win Search, Win error reporting, Win Insider service and Xbox x4. This time, the bug disappears after removing Onedrive startup leftover in Revo or Lenovo Services (2) including Dolby service(1). Will try it again.

    1. Even though I quit Insider Preview and opted out so I was on a stable version at 18362.30, The update servers still have me on an insider preview version so are trying to send me the next update 18362.53. When I explained that when 18362.30 had removed me from Insider Preview, and I was opted out, and told me to reboot to ensure I got no more updates, he replied the only way to "fully get out" is to install again from image/scratch as it is reconciling your build as part of Insider Preview. - seems opt out means opt in!

    2. I suggested the option to use the Media Creation Tool which is at 1809, he said you can try that but the new tool may not work over Insider Preview, but you are welcome to try and wait until then, since the version for the MCT is different from Insider Preview and it may not recognise it.

    His final solution...

    1. Reinstall from scratch

    2. Register for Insider Preview again when 18362.53 has been fixed and progress forward.

    3. Wait till May and hope MCT works.

    None are very great options.

    I will see if I can get the Hide tool to work... maybe I might get lucky!

    I reinstalled its software without anything changes.

    Yesterday, I've decided to reinstall Windows 10 1903 from an fresh install.
    But the issue is still present.

    Can someone help me? Or have the same issue?

    I did the upgrade through UUP Dump about a week ago. I also use Steam but have not had the issues that you are having. In fact I don't have any issues at all. My system is fast and so far no problems at all. I went from 1803 straight to 1903. Skipped 1809 altogether.

    Thanks for that, downloaded and installed, managed to get the Hide/unhide tool to hide the update now (but only after I started it to download - which I hadn't done - doh!

    I am keeping that tool to hand as well... hopefully I get through this!

    That's the nice part of the Windows Update MiniTool. You can do the check from it without any fear it will download, and hide it on the spot.

    Third attempt Got It!

    The bug is definetly in 18362.1. The first thing we did was to click 10 times on Apps = 10 crashes and the bug remains each time. We started by removing Onedrive in Ccleaner (not shown in Revo_4.1) and its leftover in Revo = startup remaining stuff (screenshot). Surprisingly, Apps in Windows Settings wouldn't crash anymore.

    Fourth Attempt The Source of the Bug

    Same method, upgrade is made offline via setup.exe of the ISO image = USB stick. Onedrive (cmd.exe on startup) seems to be responsible for the crash. In this fourth attempt, the very first thing we did was to delete Revo 4.1 in Ccleaner. We re-install Revo Pro 4.0.5 after and Onedrive was properly shown.

    We delete Onedrive in Ccleaner Pro 5.56.7174, but the bug remains. Deleting Onedrive creates 2 files in Revo and deleting them removes the bug. See screenshot.

    Edit: Cortana is dead after upgrading or offline. AMD UI is reset to 19.2.3 each time. Express upgrade to 19.4.2 always working.

    Edit 2: Removing Onedrive with Revo won't work, must be deleted with Ccleaner. Disabling Onedrive Standalone Update task in Revo seems enough to remove the bug.
