My thoughts also, but where would you start to look? For one, s/he's already re-installed how many times?
I have just checked for updates and I didn't get anything, except for the result "You are up-to-date". It has to be one of those cases where the same CU is being downloaded for a second time. The reason for that unfortunate event seems to be that something went amiss during the first installation which didn't complete to fruition.
I had a post about this issue already and I have to find it.

I can no longer be bothered having anxiety over this. Last communication before Easter from Avira implied it was their fault after I had used their Avira Support Collector search log of registry / files etc and sent that data to them. Somewhere between Microsoft and Avira et al there is a screw up and I cannot be bothered to blame any more, let alone firtle amongst zillions of files / possible solutions / disc recovery / uninstall / re-install etc etc on the computer as nothing has worked. OK some may be brilliant under the hood, but to me the computer is a tool, not an end in itself. I just cannot be bothered any more and let Avira and Microsoft sort it out and make a fix. If anything positive does happen I'll try and remember to post. FWIW a dear departed friend of mine was a Microsoft engineer who specialised in fixing bought in Microsoft systems for businesses. Often it would take 2 years to sort out code conflicts. The problem being that many software code writers cut and paste code for a function from other programmes. The fatal error they make is that block of code is surrounded by other code that all, like a jigsaw, must click together. A new piece may look similar, but that is no guarantee it will fit and function properly. Native-code writers de novo seem to be rare. When I asked him if he could assist me in a broken computer (Days of Vista) he said he couldn't - and he was a certified Microsoft engineer as his training work was complex interactive code effects, not more simple established programmes. Hence I shall sit and wait.
