    We still got Cumulative Update but will no longer receive monthly security and quality updates that contain protection from the latest security threats, so Microsoft recommends updating to the latest version of Windows 10.

    My laptop still get cumulative update, MSRT, and security update for adobe flash player through windows update.

    But check out the older versions; e.g. version 1607 end of service was on April 10, 2018, but they still provide monthly security update on their website:

    Does that mean we can still install the update if we download it manually?

    According to their blog

    Update 2/5/2019: Based on customer feedback, we are extending Delta update publication for Windows 10 versions 1607, 1703, 1709, and 1803. We will continue to provide Delta updates via the Microsoft Update Catalog through April 9th, 2019, which will be the last delta update available.

    Better wait and see what happen next month, if there is no more security update as Emer said, yeah maybe it's time to upgrade to the latest version of windows 10.
