Nah, it's a mess, as usual, and any horse-whispering on these forums won't do, all sorts of funky code-names reassignment included.
They're not ready - they do not push stuff hastily though, which is good - but there will be fun later down the line, no doubt.
I understand that MS is trying its best to make things easier for users with regard to Windows Updates, but at times it gets even more confusing. Let's take for example the following paragrah from first page:
Two key parts from above: "is nearing end of support". What exactly does that mean? Is it a week, two weeks or a month.. before end of support?. I think that it is important to know in order for any user to act accordingly. And "may notify you" which entails doubt, meaning also we may not notify.Download and install now option provides users a separate control to initiate the installation of a feature update on eligible devices with no known key blocking compatibility issues. Users can still “Check for updates” to get monthly quality and security updates. Windows will automatically initiate a new feature update if the version of Windows 10 is nearing end of support . We may notify you when a feature update is available and ready for your machine. All Windows 10 devices with a supported version will continue to automatically receive the monthly updates. This new “download and install” option will also be available for our most popular versions of Windows 10, versions 1803 and 1809, by late May.
I am not trying to be picky, but I consider those to be very relevant points which should not leave any doubt about MS's intention, avoiding, by the same token, confusion on the user's part of what to expect.
What does 'horse whispering' have to do with anything? What do you mean by 'all sorts of code name reassignments'? They simply changed from an RSx sequential scheme to YR/QTR, that's all. The name of the release has always been different from the version number. Nothing is a mess*. None of this is secret or mysterious.

I'm in favor of the longer testing period, just not the inconsistencies Microsoft hands out to us.
BTW, as @f14tomcat said, so far, Microsoft hasn't published a release date (only yesterday's announcement of a May release) for 1903. And even that's not carved in stone. In fact, throughout my membership in the Insider Program, as well as beta testing prior versions of Windows, I've never seen Microsoft commit to a "carved in stone" date for any release, whether it be Windows 10, Windows 7, ME, XP, etc. I'm pretty sure those of us who were expecting a release in April got thrown a curve mostly because there were releases to the public in April 2017 and April 2018; now, if you want to accuse me of making an assumption, have at it . . . I did assume 1903 would be released in April.
As to the "sheer and truly astounding number of bugs cropping up entirely out of the woodwork", I just checked the Feedback Hub and most of what I saw were upvotes to the various complaints about 18362.xx not installing; lots of those, but not so may other types.
In fact, other than the known issues, I don't seem to have any problems with Build 18362.xx. Yeah, some have problems, but there don't seem to be all that many that do.
This is kind of good news (The dating and naming are just semantics). other than that, I will be at more at ease if their going to control the WU update releases with more scrutiny. Customers shouldn't no longer receive surprise updates on the fly. I hope they are going to ask (no matter what the version is), before they auto down load and there you sit.
