So seems like 18362 is confirmed RTM, WinSDK is released.

They have been releasing SDKs periodically during the development of 1903. The current version is 18361, which doesn't even match this build number.

Windows 10 SDK Preview Build 18361 available now - March 26

My understanding of UUPDUMP is they get the bits right off MS servers. Unaltered, un-tainted, un-messed-around-with. They've always been reliable and right on. Hmmmmmmm......
Yup, TC.. my guess is (and as you know, I'm always right )....is that the 10.0. nomenclature indicates a final release.

It may or may not be, but it stll needs a week in the RP Ring. I will be really surprised and disappointed if MS neglects that step this time around.

Since Win 7, I don't think there has been a bug-free GA.. always seem to have zero-day patches etc... this is the new MS with a strange testing philosophy (IHMO) , I was all excited about the Insider program initially - I just don't think the practice has lived up to the theory.

Yup, that is the most important ring I think -- but as said above... strange testing protocol at Redmond.

Insanity has it's limits, even in Taco Land. To bypass RP a second time in the roll-out is beyond comprehension.

Would you expect that deselecting fast start up would reset the option of 'Choose What The Power Buttons Do' in power plans or does that sound like a bug?

I have three power plans set up and all have shutdown enabled for lid closing and power button operation. After turning off fast boot all three plans reverted to 'Sleep' instead of 'Shutdown'.
