The solution is trivial: this is a missing folder problem - simply navigate to the folder path that you see in the error log and manually create the "TileDataLayer\Database" folders...and, shazam, the error is gone.

It appears that MS is deleting the folders during an in-place upgrade. And, for some reason, the system is not recreating the complete folder path when it attempts to write the EDB.log file(s).

I recently had this same issue, when I upgraded to Windows Insider Build 18362.30. After some testing, I discovered that TileDataLayer= > Database folders are not created in C:\WINDOWS\system32\config\systemprofile\AppData\Local.

Next step was to create a TileDataLayer=>Database folder in C:\Windows\system32\config\systemprofile\AppData\Local and copy the EDB.log from C:\Users\{username}\AppData\Local\TileDataLayer\Database to C:\Windows\System32\config\systemprofile\AppData\Local\TileDataLayer\Database

Then restart the computer.

That's why I suggested in an earlier post that a section with known bugs (or by design according to MS) and fixes for builds would be nice.

Ups! I might have missed that post, that you refer to, but excellent that it solved the issue :)
Btw, I as well reported this issue to MS, so hopefully they will take action on this in future builds.
