No it's not the final release, there are still some important issues to fix.

    Known issues

    • Microsoft Store app updates do not automatically install on 18356+. As a workaround, you can manually check for, and install updates via the Microsoft Store app. Open Select “…” > “Downloads and updates” > “Get updates”.
    • Launching games that use anti-cheat software may trigger a bugcheck (GSOD).
    • Creative X-Fi sound cards are not functioning properly. We are partnering with Creative to resolve this issue.
    • Some Realtek SD card readers are not functioning properly. We are investigating the issue.

One of the language files it downloaded for me says 18362.1. So it feels like this isn't the final build.

That's all any of us can say Keith. MS could release it with those issues to be fixed in future CUs. However I feel 99% certain that this build won't go to RTM

Left click start , scroll down to windows administration tools/left click , scroll down to system configuration, left click/ left click boot, left click safe boot, apply / restart or control panel /administration tools/system configuration/ boot, safe boot.
just make a system configuration shortcut, makes life easier.

All went smooth and quick. No watermark or banner in settings. Don't see the updated phone app again.
Got to take the phone app back, I do have it. Had to adjust pointer speed on phone (Galaxy S8), now working ok. Kinda' neat. I cannot say for sure, but before I did a reboot, I swore it wasn't there???
Works through Bluetooth, not internet like normal Phone app does..

Every insider build updates my Intel display drivers to version 26.xx.xxx.6603 (which is broken), and I have to revert this driver update every time.

Every insider build also downgrades my WiFi drivers (Qualcomm QCA9377) and my "Asus System Control Interface" (this enables some Asus-specific features, the older driver version disables these features) drivers. How should I fix these issues? Thanks.
