I suspected it, like Steven, I don't have that feature in this build either and I've seen in other forums that other users don't have it either. In Skip Ahead I still have it.

I had it in last builds, updated and it disappeared and now I reinstalled the new build and it came back...weird

That is one of the features enabled via server by Microsoft, so it can appear or disappear at any time, it's not weird.

Perfect so I guess it's enabled now lol
I know I had that issue with the banner in settings and now it's back and if it disappears I re enable with mach2
I guess will see how the public release is, what will be their and what will go cause now its one build yes one build no and kind of just all over the place...

I've never liked that tool and I totally agree with Brandon Paddock's opinions about that:

The feature we are talking about here can't be disabled in Windows 10 (if you have it), maybe you are confused, this is what we are talking about:
