Before you quit.... quick question. You say you go back to 17763.316. That is the current up to date public release, not Slow or Fast or any flavor of Insider. Even Release preview is at 17763.346, after a cumulative the other day. How are you updating a Slow Ring build on a stable public release. I'm a little confused. Thanks.
If I remember rightly the Slow Ring doesn't get any cumulative updates so remains on the original release until a new Slow Ring build is released.

Mine does that TC but it goes back to 17763.346 which is the build I'm currently running. I switched from the RP Ring to Slow a few days ago.

Prior to yesterday, last was 9/20/2018. So guess it would be 17763.xxx. If it goes back to .316, must have gotten some cumulatives on the Patch Tuesdays since then. All I can figure.

    Sorry, don't get it.
Photo and Video editing take a lot of system resources, the same as gaming would. So, if I were doing a lot of editing, I'd probably want the gaming type machine too, because it can handle more than a typical machine.

You are right. GPU acceleration and a lot of RAM combined with a fast CPU may make a huge difference. Not a must however, stuff just takes longer on slower hardware.

There are some Photoshop functions (3D etc) that just won't run unless you have a qualifying GPU.
