    Cumulative Update KB4487020 Windows 10 v1703 Build 15063.1631 Feb. 12

    February 12, 2019 - KB4487020 (OS Build 15063.1631)

Applies to: Windows 10, version 1703

Windows 10, version 1703, reached end of service on October 8, 2018. Devices running Windows 10 Home, Pro, Pro for Workstation, and IoT Core editions will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.
IMPORTANT: Windows 10 Enterprise and Windows 10 Education editions will receive one year of additional servicing at no cost.

    Note
This release also contains updates for Windows 10 Mobile (OS Build 15063.1631) released February 12, 2019.

    Improvements and fixes

This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

    • Addresses an issue that fails to set the LmCompatibilityLevel value correctly. LmCompatibilityLevel specifies the authentication mode and session security.
    • Addresses an issue that may prevent applications that use a Microsoft Jet database with the Microsoft Access 97 file format from opening. This issue occurs if the database has column names greater than 32 characters. The database fails to open with the error, “Unrecognized Database Format”.
    • Adds top-level domain support to HTTP Strict Transport Security (HSTS) Preload for Microsoft Edge and Internet Explorer 11.
    • [ADDED 2/15] Addresses an issue that prevents Microsoft Edge from loading webpages using a local IP address or a VPN connection.
    • [REMOVED 2/15] Addresses an issue that prevents Microsoft Edge from connecting using an IP address.
    • Security updates to Microsoft Scripting Engine, Windows App Platform and Frameworks, Windows Graphics, Windows Kernel, Windows Input and Composition, Microsoft Edge, Windows Wireless Networking, Internet Explorer, Windows Server, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

    Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

    Known issues in this update

    Symptom Workaround
After installing this update, previously abbreviated Japanese date and time strings no longer parse. Modify the registry as follows:

    [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Calendars\Japanese\Eras]
    "1868 01 01"="明治_明_Meiji_M"
    "1912 07 30"="大正_大_Taisho_T"
    "1926 12 25"="昭和_昭_Showa_S"
    "1989 01 08"="平成_平_Heisei_H"

Microsoft is working on a resolution and will provide an update in an upcoming release.
[ADDED 2/15] After installing this update, Internet Explorer may fail to load images with a backslash (\) in their relative source path. Change the backslash (\) to a forward slash (/) in the relative path of the image element.

    Or

Change the relative path to the full URI path.

Microsoft is working on a resolution and will provide an update in an upcoming release.
[ADDED 2/15] Applications that use a Microsoft Jet database with the Microsoft Access 95 file format may randomly stop working. Option 1: Convert the database to a newer .mdb file format. This doesn’t require a change to the Connection string.

    1. Use Microsoft Access to open a database that has an older file format.
    2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb file extension.
    3. Open the .accdb.
    4. From the File menu, click Save as and select Access 2002-2003 Database.

Option 2: Convert the database to the .accdb file format. To use the .accdb file format, you must change the Connection string after conversion.

The easiest way to convert is to use Microsoft Access 2010 or earlier.

    1. Use Microsoft Access to open a database that has an older file format.
    2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb extension.

Microsoft is working on a resolution and estimates a solution will be available late February.
