    UPDATE 2/19: Cumulative Update KB4487029 Windows 10 v1803 Build 17134.619 - Feb. 19 Windows Update - Windows 10 Forums

    February 12, 2019 - KB4487017 (OS Build 17134.590)

Applies to: Windows 10 version 1803

    Improvements and fixes

This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

    • Addresses an issue that fails to set the LmCompatibilityLevel value correctly. LmCompatibilityLevel specifies the authentication mode and session security.
    • Addresses an issue that may prevent applications that use a Microsoft Jet database with the Microsoft Access 97 file format from opening. This issue occurs if the database has column names greater than 32 characters. The database fails to open with the error, “Unrecognized Database Format”.
    • Adds top-level domain support to HTTP Strict Transport Security (HSTS) Preload for Microsoft Edge and Internet Explorer 11.
    • [ADDED 2/15] Addresses an issue that prevents Microsoft Edge from loading webpages using a local IP address or a VPN connection.
    • [REMOVED 2/15] Addresses an issue that prevents Microsoft Edge from connecting using an IP address.
    • Security updates to Microsoft Scripting Engine, Internet Explorer, Windows App Platform and Frameworks, Windows Graphics, Windows Input and Composition, Microsoft Edge, Microsoft Scripting Engine, Windows Storage and Filesystems, Windows Server, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

    Known issues in this update

    Symptom Workaround
After installing this update, some users cannot pin a web link on the Start menu or the taskbar. Microsoft is working on a resolution and will provide an update in an upcoming release.
After installing this update, previously abbreviated Japanese date and time strings no longer parse. Modify the registry as follows:

    [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Calendars\Japanese\Eras]
    "1868 01 01"="明治_明_Meiji_M"
    "1912 07 30"="大正_大_Taisho_T"
    "1926 12 25"="昭和_昭_Showa_S"
    "1989 01 08"="平成_平_Heisei_H"

Microsoft is working on a resolution and will provide an update in an upcoming release.
[ADDED 2/15] After installing this update, Internet Explorer may fail to load images with a backslash (\) in their relative source path. Change the backslash (\) to a forward slash (/) in the relative path of the image element.

    Or

Change the relative path to the full URI path.

Microsoft is working on a resolution and will provide an update in an upcoming release.
[ADDED 2/15] Applications that use a Microsoft Jet database with the Microsoft Access 95 file format may randomly stop working. Option 1: Convert the database to a newer .mdb file format. This doesn’t require a change to the Connection string.

    1. Use Microsoft Access to open a database that has an older file format.
    2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb file extension.
    3. Open the .accdb.
    4. From the File menu, click Save as and select Access 2002-2003 Database.

Option 2: Convert the database to the .accdb file format. To use the .accdb file format, you must change the Connection string after conversion.

The easiest way to convert is to use Microsoft Access 2010 or earlier.

    1. Use Microsoft Access to open a database that has an older file format.
    2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb extension.

Microsoft is working on a resolution and estimates a solution will be available late February.

    How to get this update

    Before installing this update

Microsoft strongly recommends you install the latest servicing stack update (SSU) for your operating system before installing the latest cumulative update (LCU). SSUs improve the reliability of the update process to mitigate potential issues while installing the LCU and applying Microsoft security fixes. For more information, see Servicing stack updates.

If you are using Windows Update, the latest SSU (KB4485449) will be offered to you automatically. To get the stand-alone package for the latest SSU, go to the Microsoft Update Catalog.

    Install this update
This update will be downloaded and installed automatically from Windows Update.

To get the stand-alone package for this update, go to the Microsoft Update Catalog website.

1803er reporting in to say everything has gone as expected. Only thing different from the usual updating is that the Cumulative update installed after the Malicious Software Removal Tool/Adobe Flash updates. So no waiting on the MSRT update for the process to reach the reboot stage.

Are we in mid-February for the purposes of the iCloud 1809 block being lifted?

I can confirm that the issue of Edge not being able to open some local addresses, in particular my router's web admin page, has been fixed in this update.

Disk Cleanup now lets me delete all restore points. Is this a new feature or have I missed it previously?

I installed all 3 updates - the cumulative (and a servicing stack update), adobe and removal tool, using Powershell, while keeping a Metered Connection on. My first time trying this. I did this to bypass the metered connection and Windows Update which will give me Feature update 1809 if I "check for updates". Took 10 minutes. Seems all is well. I was a little concerned initially because Powershell seemed to be showing the cumulative as having a size of 87GB.

I thought that seemed large and maybe 1809 was sneaking with it invisibly. Just like it remains invisible when I check for it via show/hide but will magically appear if I press check for updates.

But no, just the three updates listed in installed updates and no sign of 1809.

I did this update a little while ago, all seems to be well. But for the first time, perhaps second time, the updates did not install the first try and got errors. I had to retry a third time to finally get them done. But the computer appears to be working great.

Installed this update last night with no problem at all. after 24 hours and more then 15 reboots and shutdowns disk cleanup still
not seeing any windows update files to clean and proposing only 49MB cleanup! This is the first time after an update that there is
    no cleanup option!
