On an another note, missing a better place to post this:

On Thursday, Microsoft Device Tour Plus stopped in my adopted home town Leipzig. I was invited, and as I had nothing better to do and was quite interested in free breakfast, lunch and dinner, I went there. My health issues forced me to leave soon after the lunch, I completely lost my sense of balance and were helped to a taxi, paid by Microsoft, to take me home already in mid-afternoon.

Anyway, all sessions were mostly about changes in Windows security, Microsoft 365 and things like that. The most interesting part was just before lunch in a session about Windows 7 End of Life in January 2020, and how to prepare for it.

A representative from Microsoft told that as most advanced users know, you can still activate WIndows 10 with Windows 7 / 8 product keys, and you can still upgrade for free. However, those users who have upgraded for free since the official offer ended on July 29th, 2016, or who have used Windows 7 / 8 product keys after that date to activate Windows 10, might face issues in near future.

According to what was told to us, Microsoft is well aware about people still using "unofficial" free upgrade, but as their activation servers have all required information, it is probable that in near future Microsoft will remove digital licenses of those devices upgraded after July 29th, 2016, or Windows 10 devices activated with a Windows 7 / 8 product key after that date.

I have no other factual knowledge about this matter, I am only repeating what was told in an official Microsoft event where I was invited to participate.

Frankly, this smells like bovine excrement. MS were prepared to give away 1 billion free licences but came nowhere near close and still have not.

This sounds like a pompous twit making out he is important.

I am NOT talking about Command Prompt opened as administrator. I am talking about recovery environment Command Prompt, selecting Command Prompt in Advanced Startup options as told in Option Two in this tutorial: Open Command Prompt at Boot in Windows 10 | Tutorials

I tried on my desktop and laptop and had the same results as you.

Just to clarify, please allow me to ask this: You mean that you could not use recovery environment Command Prompt because Windows told you there are no existing admin accounts?

I find it quite strange that as this issue started with 18323, almost three weeks ago, build 18334 being third build having this issue, Insider team has not mentioned it once on social media or in release notes on Insider blog. Clearly an "unknown issue".

    Thanks Edwin for confirming this.

A serious security flaw, completely unknown to Insider team. As I am blocked or muted by most of that team, I for sure hope someone else could reach the team and tell them about the issue. My tweets, feedback and messages go unnoticed.

As much as I would love to rant on somebody's head, I don't do the Twitter thing, sorry Kari!

Doesn't make sense, but, could it be possible that you have to enable the built in Admin account just to make this work?

    Re Slow shutdown

Tried a little experiment - UNinstalled Malwarebytes Premium seems to be the culprit
Comp now shuts down a lot faster -
    Note
Within known issues they quoted that some MWB services would not start, appears to be the Anti-Exploit service, and possible its the same for shutdown MWB trying to close same.

Even if you have the built-in admin account enabled, you can't use recovery environmet Command Prompt because system tells you that you have no existing admin accounts. Tested, not working.

Yes! When I try the recovery environment command prompt I get the error shown in your post.
