It really was. Exported registry to be sure I can undo bad changes. Thought there were only two values I was "brave enough" to tamper with, DWORD IndexUserProfilesRoot and DWORD SetupCompletedSuccessfully. Rest seemed either too complicated, or too illogical.
The former did nothing, issue still existing after restart. Restored it to default. The latter then changed everything, Windows Search service suddenly working again after restart.

I have problems in this build and the previous one extracting ZIP files within File Explorer. Double clicking on a zip files opens the folder but the files within can't be opened. Extracting the folder also fails although if you skip the files that are reported as not extracting they do seem to extract so something is screwed up.
