So this is why WU doesn't check for updates daily anymore to me, that the weather app doesn't forecast properly, and that the live tile for the store doesn't update? I don't live in the US or UK, and it's hard to tell this is my issue since Microsoft often break stuff regardless.

Just because some users who were broke are now fixed does not imply or prove MS had anything to do with it. Toss grenade...run. Typical..........

To be fair, Softpedia did also say that "Oddly enough, some tried to install other operating systems, like Linux Mint and Ubuntu, only to discover that they were experiencing update issues as well, which once again potentially signals a network issue caused by the ISP and not by Microsoft’s servers."

Yes, I mentioned that earlier about Linux users. This is the tinfoil hat junk I was referring to.

Soft may just as well have said "Don't really know, just heard that, ya know. Just sayin'!" Balderdash.....

Well it certainly couldn't be a client side fix, could it.

I'm not sure what you mean. Patching on users' side? either way, has nothing to do with anything any user did.

I wonder if this had an affect.

    UPDATE 2/4:

    Windows 10 October 2018 Update version 1809 Now Re-Released - Windows 10 Forums

    February 4, 2019 9:45 PM PST
“The Windows Update service was impacted by a data corruption issue in an external DNS service provider global outage on January 29, 2019. The issue was resolved on the same day and Windows Update is now operating normally, but a few customers have continued to report issues connecting to the Windows Update service. We expect these issues will go away as downstream DNS servers are updated with the corrected Windows Update DNS entries.”
