    You mean you could get to a Command Prompt after creating a local admin account?

    Yes, it goes back to stopped, but that's after it's done its damage from when you run/open something. It doesn't stay stopped unless disabled.

    No, I use MS accounts which are administrator, and the previous builds did not have this problem.

    Am I the only one who is totally underwhelmed by 1903. I cannot think of a single new feature or improvement that makes me remotedly excited.

    I would agree, but they still do trot out a torrent of changes somehow. It's just natural that, short of a near-complete reboot like Windows 8, we notice these things less and less.
