    Improvements and fixes

    This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

    • Addresses an issue in Microsoft Edge that fails to trigger the focusin event if the focus event listener of an element shifts focus to another element.
    • Addresses an issue that prevents sharing and timeline features and roaming settings from working for accounts that use Chinese, Japanese, and Korean languages.
    • Addresses an issue that may prevent some applications from displaying the Help (F1) window correctly.
    • Addresses an issue that causes power options to appear on the Windows security screen when the per user group policy to hide power options is set.
    • Addresses an issue that prevents links for certain compressed file formats from resolving.
    • Addresses an issue that causes BitLocker Network Unlock to fail on generation 2 virtual machines when it’s used in a network that only supports IPv4.
    • Addresses a privacy issue with apps that obtain the BroadFileSystemAccess capability without a user’s consent.
    • Addresses an issue in which WAM logging causes some applications such as Microsoft Office to stop working.
    • Addresses an issue that causes catalog signed scripts, including those shipped as part of Windows, to incorrectly generate a Windows Defender Application Control (WDAC) failure audit event.
    • Addresses an issue in which Windows Driver Frameworks causes high CPU utilization. As a result, the user-mode driver stops working when the device resumes from Hibernate (S4).
    • Addresses an issue that may cause a 30-second delay when deleting or renaming a link in a Distributed File System (DFS) Namespace. Additionally, renaming a folder may take 30 seconds when multiple users work in a group share simultaneously, and File Explorer stops responding.
    • Addresses an issue that prevents you from overwriting a file in a shared folder because of an Access Denied error when a filter driver is loaded.
    • Addresses an issue that may cause third-party applications to have difficulty authenticating hotspots.
    • Addresses an issue that may cause a blue screen to appear when a Thunderbolt storage device is attached.
    • [ADDED 1/11] Addresses an issue that throws an exception when instantiating SqlConnection after you install the August Preview of Quality Rollup or September 11, 2018 .NET Framework update.
    • [ADDED 1/28] Addresses an issue that overwrites a user's Windows settings to display in a non-English language. This issue causes the display of Microsoft Office centennial apps to revert to the English language after installing a Microsoft Office update.
    • [ADDED 1/28] Addresses an issue that causes the clock and the calendar flyout to ignore user settings for Japanese Era date and time formats. For more information, see KB4469068.
    • [ADDED 1/28] Addresses an issue that can overwrite gan-nen support behavior for the Japanese Era with a newer update. For more information, see KB4469068.
    • [ADDED 1/28] Addresses an issue that fails to recognize the first character as the abbreviation for the Japanese Era name. For more information, see KB4469068.
    • [ADDED 1/28] Addresses an issue that fails to display the correct Japanese Era name in Microsoft Office Visual Basic for Applications. For more information, see KB4469068.

    If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

    Known issues in this update

    Symptom Workaround
    After installing this update, some users cannot pin a web link on the Start menu or the taskbar. Microsoft is working on a resolution and will provide an update in an upcoming release.
    Applications that use a Microsoft Jet database with the Microsoft Access 97 file format may fail to open if the database has column names greater than 32 characters. The database will fail to open with the error, “Unrecognized Database Format”. Use one of the following options:

    Option 1: Modify the database to ensure that all column names are less than or equal to 32 characters.

    Option 2: Convert the database to the .accdb file format. To use the .accdb file format, you must change the Connection string after conversion.

    The easiest way to convert is to use Microsoft Access 2010 or earlier.

    1. Use Microsoft Access to open a database that has an older file format.
    2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb extension.

    Option 3: Convert the database to a newer .mdb file format. This doesn’t require a change to the Connection string.

    4. From the File menu, click Save as and select Access 2002-2003 Database.

    Microsoft is working on a resolution and estimates a solution will be available early February.
    [ADDED 1/16] After installing KB4480966, some users report that they cannot load a webpage in Microsoft Edge using a local IP address. Browsing fails or the webpage may become unresponsive.
    1. Open the Control Panel and select Internet Options.
    2. On the Security tab, select the Trusted Sites icon.
    3. Select the Sites button.
    4. Clear the check box for Require server verification (https:) for all sites in this zone.
    5. In the Add this website to the zone: box, type the local IP address that failed to load, such as http://192.168.0.1.
    6. Select the Add button.
    7. Select the Require server verification (https:) for all sites in this zone check box.
    8. Select the Close button.
    9. Select the OK button.
    10. Restart Microsoft Edge.


    Microsoft is working on a resolution and will provide an update in an upcoming release.

    Before installing this update

    Microsoft strongly recommends you install the latest servicing stack update (SSU) for your operating system before installing the latest cumulative update (LCU).     Well here we go again, I'm glad it's not just me. They slip in a small enough update to get by the metered network. Very unhelpful to force this!

    This update is not being forced. It is a "C" release and as such is optional and will not be found automatically by windows update. Only the "B" releases on Patch Tuesday are delivered automatically. If you want this update you have to click on 'check for updates'.

    Sorry @Bree - I beg to differ. My last manual check for updates on one of my Test PCs, was several hours ago when it just updated Definitions after which I got the "Up to Date" confirmation.

    The machine was just sitting there and KB4480976 popped up automatically, downloaded, installed and requested the usual restart. Restarted AOK. Now I'm "up to Date" again at 17134.556

    My system did an auto WU check at 6:11 AM EST this morning right after boot up and got nothing as Bree described.

    This is the issue that prevents the admin page for some (but not all) makes of router being opened in Edge. It also affects 1809, as we said on TenForums a week ago.
