Well Microsoft hasn't announced anything new for 1903 and given the March date for RTM I see only 6 weeks for new features and they haven't even stabilized the largely useless Sandbox feature. I think that Sets will not reappear in the builds of 19H1, maybe not even in 19H2.

At any rate, as far as customization, every tweak and hack are working nicely already, without bugs:
folder backgrounds, global windows theme/visual style, system icon packs, classic calculator, mouse cursor customization, system sounds packs, html thumbnail previews, preview pane enhancements, OldNewExplorer(bottom details pane)
