Thanks to all of you for the suggestions. They are all noted for future endeavors. But after my last post, I went back and used Rufus with 18262 build, updated the other drive to Win10 Pro. Then set it up on Fast ring, and it immediately updated to 18312. It took like twenty minutes. Very fast.
A quick run to the rescue usb to fix the boot manager and all is well in Dual boot land.
Thanks for all the help though. It feels good to work through a problem like this. Haven't done it in a while.
Funny thing is, now that I've done this, I don't have the crackling popping sounds on either partition now. Very strange! Somehow, doing all this seems to have fixed the old build, and has no problems on the new one. The never ending story of weird windows tales...

For the time being I have devoted my entire small SSD to Ubuntu Disco. VMware WS 15, VirtualBox 6.0 and Gnome Boxes all work with 18312 just fine.

Well, as crazy as this sounds, I'm sooooooo glad this happened to you as well. I was starting to feel a bit self-conscious about it! Lol. I've been building and setting up computers for many, many years. But this started making me question myself. I turned off fastboot and made sure secure boot was on UEFI system. So I am very relieved to find its the iso.
The last successful bootable flash drive I created was with Build 18305 and Rufus 2.18. It worked fine, so you might try with Build 18312 & Rufus 2.18 to see if it works.

And to quote you, "as crazy as it sounds", there has been at least one instance where Rufus didn't work right.

Exactly!!! It never ceases to amaze me how some people defend M$ tooth and nail, when M$ couldn't care less about the end user. If they did, they would have made this OS people friendly a long, long time ago. INstead, they employ a fake admin, which blocks most of the changes we want to make, because it has more rights than we do.
We should all be neutral when it comes to features of this OS, and let them be judged on their own merit. And as Jim said, there are a multitude of OTHER needed things they could be working on rather than wasting time and energy on dedicated drive space for our system drives, an Edge browser that is perennially inferior to almost every other browser and pushing other incoherent features on us, that no one wants or needs.
....;) Microsoft isn't telepathic, you know...;) They can't reach into each user's mind and discover what they "really" want--because then they'd come up with 1,576,758,423 different ideas for how Windows *ought* to operate. That's the problem, actually, that most people who stumble have--they cannot get past what they think "ought" to be versus what is. It's kind of a mental block that makes computing a real drag, imo. Much better to find out how things work and make them work for you than to constantly try and beat the round peg into the square hole, if you know what I mean. You mention Edge: I've been in the Insiders for > four years now and have never used Edge. During all of that time I have spent maybe 20 minutes looking at it--don't like it--so don't use it. It's really your decision as to whether you use Edge or you don't. Also think about the fact that in all of that time this is the first time I can recall seeing Microsoft do this "reserve space" thingy.

The great thing about Windows versus something like OS X, for instance, is whereas Microsoft exposes almost everything to the whims of the end user, OS X hides them away from the end user. I had many an odd discussion, for instance, with various OS X users who were of the opinion that OS X didn't require hardware drivers for its devices simply because they couldn't readily see them--as Apple hides them away--buries them in the OS...;) Apple wants to decide what drivers are used in which Mac, and so on--whereas Windows leaves it up to you, etc. But if you want to really get under the hood, try Linux--my only problem with Linux is mainly that I am an applications guy much more than a tinkerer/hacker these days, and Windows has everybody beat to a pulp on device-driver support and application compatibility and availability.

But back to the main theme: make Windows work for you--Microsoft can never tell you what to do with Windows for obvious reasons. This great website of Sean's has dozens of high-quality tutorials on how to do various things in Win10, and most of the time there are several ways of achieving your goals!

I don't let Microsoft stand in the way of what I want to do--I just do it--and I don't care about whatever Microsoft's opinions might be about that...;) I use every Insider release the way I want to use it--and if something pops up during my normal use I may actually report it to the hub. But if not, I won't.

Last, if Microsoft cared nothing for its customers, how can you explain the existence of the Insider's program and the report hub? My own opinion is that if they cared nothing for their customers these things would not exist...;) I respect your opinion, of course, even if I do not necessarily agree.
