...maybe Microsoft doesn't offer 1809 to "upgraded" Win 10 machines yet....
Microsoft have always handled these rollouts in phases, given the initial problems this rollout seems to be taking a 'leisurely' approach to phasing it in for everyone. MS have never made it clear how they decide who gets it in each phase, so we just have to wait patiently until it's our turn.

FWIW, I have left a test machine running 1803 24/7 just to check on this. It will now find 1809 if I click 'check for updates' but so far it hasn't been offered 1809 by the automatic windows update checks.

Is your 1803 test machine a Win 7 upgraded 1803 ? Or fresh 1803 install?

1809 update rollout phases could be regional (first all USA+Canada users, than rest of world)? (my theory)

It was an upgrade from W7 Pro.

In the past the phasing has never been regional-based, it was newest and OEM-partner tested machines first. This was supplemented by machine learning based on the MS telemetry for the 1803 rollout, those machines found to have had a trouble-free upgrade getting priority.

    Microsoft said:
During the Fall Creators Update roll out we pilot tested machine learning (ML) to intelligently select devices that our feedback data indicated would have a great update experience. The results from the pilot were promising, and we consistently saw a higher rate of positive update experiences for devices identified using ML. For the April 2018 Update rollout, we will expand our use of ML to identify the devices ready to update, incorporating things like additional compatibility data. This will allow us to deliver updates to devices as fast as possible while providing even better customer experiences.

Yes, but then the question is, what data exactly does the telemetry collect...

Ah, one more theory: Outlook-account users get the 1809 update before local-1803 users get the update. (I'm only using local Win 10 account, I didn't and won't connect my outlook email with my Win 10 installation)

    oh Brink.

MSDN & VS subscribers recently got new updated 1803 ISO images with Jan. 2019 (KB4480966) update integrated/slipstreamed a few days ago.

Examples of the updated v1803 ISO images with KB4480966 update integrated from MSDN are the following:

To avoid getting version 1809, I haven't clicked Check for updates . I would have done this update already but I am not convinced 1809 is ready and dont want to risk getting it for being a "seeker".

Hang in there! Only another 2-3 months (maybe) of being a non-seeker, then you can non-seek the next one!

My thinking is that if the noise about the next version is OK, I will install it soon after it comes out. Hopefully it works out as 1607-1803 (W10 versions I used). Until 1809, all versions I used worked out great from day 1, all but 1809 which was horrendous during the 3 days I had it. I would have reinstalled 1809 but I am not convinced MS has fixed the problems in 1809 that bother me. Since early October until about 2 weeks ago, I read every post here regarding the stable version of1809 in the threads that have to do with updates, I gave up on it allready. Not even the posts from the users who are happy with it convince me about it. One thing that attracts me to the next version is that MS will provide more uninstallers for the apps they install that I dont use. I dont use the store at all and use almost none of what comes with Windows so thats an incentive for me to try it out real soon after its released.
